We are seeking a Program Manager for our HOPWA

As a program manager you will be responsible for oversight and grant contract management functions for HOPWA Programs and Services, Management of Program Staff, and Facilities. Functions include both Direct and Administrative duties to include; Full ability to administer and provide Property Management and Leasing services per AZ State Law and Grant guidelines, Facilitates eligibility compliance and housing placement per requirements.. Finger Print Clearance Card Required along with clean background check. Required to be On Call and carry a Company Authorized cell phone.

Duties & Responsibilities:

  • Responsible for Administration of HOPWA Grant Projects
  • Provides both Administrative and Direct Services as to facilitate the contract and members' needs.
  • Works on high level program development and implementation issues
  • Provides Supervision, Training and Oversight for a team of staff
  • Maintains SBH and Rental Property in good condition addressing risks, safety, and concerns quickly.
  • Applies/maintains compliance with AZ Landlord and Federal Housing laws, and grant guidelines.
  • Responsible for maintaining compliance with program eligibility as to sustain funding and census
  • Provides oversight for Housing Placement and works with community stakeholders to manage and market for a viable and appropriate waitlist.
  • Develops and writes policy and procedures in alignment with federal funding regulations.
  • Maintains and oversees accurate documentation and housing records in required electronic and written formats, Careware, HMIS, SBH required formats
  • Keeps up to date and is well-versed in current HOPWA/Ryan White regulations
  • Responsible for program compliance outcomes
  • Oversees and completes required reports, specifically the HUD Caper and reports required by fund sources,
  • Implements best practices and approaches to provide services to the target population.
  • Provides appropriate interventions and crisis management
  • Responsible for maintaining appropriate program budgets
  • May help develop write, or manage additional grants/proposals for funding
  • Additional job duties may be required to meet the needs of the program and or department.
Education & Qualifications:
  • Minimum requirement consists of a 21-year age, Bachelor’s Degree or equivalent experience and two years of working experience with at least a minimum of 2 years supervisory experience in Housing Special Populations, Work with the homeless/ and/or HIV/AIDS Community, Behavioral Health experience preferred.
  • Understanding of HUD Housing regulations and required documentation, Preferred HOPWA and or Ryan White funding experience.
  • Strong Leadership/ Supervisory skills and ability to motivate staff and consumers.
  • Strong Problem Solving Skills
  • Prior work with disadvantaged populations
  • Basic knowledge of HIV/Aids
  • Strong Knowledge of AZ Landlord Tenant Act, Property Management Experience
  • Required to be available to work days, evenings, and/or weekends per programmatic needs.
  • Required to have a valid Arizona driver’s license and maintain personal auto insurance per SBH guidelines.
  • Must possess and maintain a valid fingerprint clearance card issued by the Arizona Department of Public Safety.
  • Demonstrates the ability to communicate effectively, verbally and in writing.
  • Possesses strong computer (Microsoft Office) skills.
